Tim, in that picture, is actually just Robin, and Red Robin is someone else. (I’d say who it was, but it’s actually a bit of a spoiler for people who haven’t read the issue that it’s from.)

That panel is from Robin #180, but I think (and please correct me if I’m wrong) you should start reading from Robin #175 to get the full arc.
